I've heard of Albergue Municipal in San Cristobal which has dormitories, luggage store, laundry, safe deposit. There is a cafeteria and a bar. It's one of the cheapest with prices varying between $7 and $11 but members have discounts. It has good views of the area and the personnel is pretty helpful.
